Two more people are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was arrested on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, two women were robbed of their suitcases upon exiting a parking garage elevator.

A three-year-old girl was one of the those hurt during the incident. A total of five individuals went to hospital for medical care and were later discharged.

Police detained a 31-year-old man on suspicion of robbery and assault close to the location. He has since been released pending further inquiries while inquiries continue.

Police were called at about 8:10 in the morning GMT following reports of a number of people hurt by a noxious substance believed to be pepper spray.

The assault - which police said was a standalone incident and not being treated as an act of terror - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
